The evolution of technology has seen a significant transformation in recent years. A national program called the DepEd Computerization Program (DCP) aims to improve teaching and learning in public elementary schools by supplying computers and other ICT equipment was launched in the Philippines. About the Program

DepEd started a 10-Year Modernization Program (1996-2005) in 1996. Information Technology (IT) was used for the first time as part of the modernization effort to enhance operations and management in education as well as the process of teaching and learning. Other governmental organizations (such as the Commission on Information and Communications Technology’s iSchool Project and the Department of Trade and Industry’s PCs for Public Schools) as well as the business sector funded this initiative.

Requirements

  • A student must enroll  in a school participating in the DepEd Computerization Program

  • Agreement to follow the guidelines and policies regarding the use of technology and digital resources (usually mandated by the school)

Application Process

Step 1: Inquire with your school administration or guidance counselor about the DepEd Computerization Program and its availability at the school.

Step 2: Ensure that you meet the qualifications and requirements for participation in the program.

Step 3: Obtain any necessary application forms or documents from your school’s administration office.

Step 4: Complete the application form accurately and provide any required information or documentation. 

Step 5: Submit the completed application form to the designated personnel or office at your school within the specified deadline.

Step 6: Wait for the notification from the school regarding the status of your application.

Step 7: If accepted into the program, attend any orientation sessions or training workshops as required.

Step 8: Then lastly, receive the technology device provided by the program and any accompanying materials or resources. Familiarize yourself with the guidelines and policies regarding the use and care of the technology device.

Through the DepEd Computerization Program, the government was able to purchase more than 200,000 computers and tablets. The said equipment was distributed to Junior and Senior High schools across the country.

About the Program

At a young age, children are like sponges, eagerly absorbing information from their surroundings. That’s why at an early age, reading must be learned. Through exposure to written language, children enhance their communication skills, enabling them to express themselves more effectively both verbally and in writing. That’s why DepEd is continuously making programs to help Filipino youth read effectively and smartly.

The ability to read effectively is often seen as the cornerstone of academic success and lifelong learning. Recognizing this fundamental truth, the government has initiated a comprehensive program aimed at enhancing reading skills among students across the country. One of the newest programs is “Catch-Up Friday.”

DepEd is still doing its best efforts to lessen the population of youth who are not able to read. Beginning on January 12, 2024, DepEd will introduce Catch-up Fridays to all elementary and secondary schools as well as community learning centers (CLCs) across the country. January 2024’s Fridays will all be devoted to “Drop Everything and Read” (DEAR). It will also serve as a forum for field implementers to provide input on Catch-up Fridays’ rules.

Step 4: Once registration is complete, you may be placed in appropriate groups or classes based on your grade level, reading ability, or other factors to ensure optimal learning and engagement.

To promote an environment conducive to learning, the department issued the DepEd Order 21.

This order contains the 2023 Brigada Eskwela Implementing Guidelines, implemented from August 14-19, 2023. Under this order, schools must identify and address their maintenance needs for classrooms, grounds, and other facilities. In addition, the directive promotes a clean learning environment, where schools should be free from unnecessary posted materials of any kind or nature, even as visual instructions or classroom decorations and announcements.

What is DepEd Order 21?

Issued by the department on August 3, 2023, the DepEd Order (DO) No. 21 series (s.) 2023 is titled the “Brigada Eskwela Implementing Guidelines.” Its implementation started on August 14-19, 2023, when the annual Brigada Eskwela occurred set by DepEd. The Brigada Eskwela (BE) is a 6-day school maintenance program/event that occurs nationwide. In this program, all education stakeholders devote their time, efforts, and resources to ensure public schools in the country are prepared and equipped for class opening.

During this event, various people from communities participate to ensure its success, such as non-government organizations (NGOs), local businesses, civic groups, private individuals, alumni, and parents. Furthermore, teachers and students partake in this program to perform clean-up, maintenance, and minor repairs in classrooms and the school site. Thus, all regions and school division superintendents must implement this order and assist school heads.

2023 Brigada Eskwela Implementing Guidelines

A. Pre-implementation Stage

As a preparation for the Brigada Eskwela implementation, schools shall follow these guides:

  • Assess the school’s physical facilities to determine the required maintenance for the upcoming academic year.
  • Comply with the Absolute Prohibition on Solicitation, which forbids school heads, teachers, and other personnel from collecting or soliciting any fees for Brigada Eskwela.
  • Supervise and create the Brigada Eskwela Working Committees, composed of teachers, non-teaching personnel, and volunteers, such as community members, parents, learners, and other stakeholders.

Once created, the committee of the school Brigada Eskwela shall take responsibility for the following:

  • Perform extensive public awareness campaigns by encouraging participation in Brigada Eskwela.
  • Establish partnerships to muster voluntary resources, from materials, workforce, and services required in performing Brigada Eskwela.
  • Manage, supervise, and monitor different activities administered to ensure in line with the Annual Implementation Plan (AIP) and School Improvement Plan (SIP)
  • Handle administrative and financial matters.
  • Prepare essential documentation of the Brigada Eskwela Program, like photos, videos, attendance records of volunteers, donation reports, and rendered services.

B. Implementation Stage

The implementation of Brigada Eskwela will depend on the date imposed by DepEd and last for six (6) days. According to this policy, all tasks or work are voluntary during the Brigada Eskwela. After assessing the school facilities and identifying needed maintenance, schools must choose applicable activities to implement the program. DepEd Order

The objective of Brigada Eskwela is the maintenance of clean schools. Hence, DepEd instructs schools to ensure all their facilities, including grounds, classrooms, and walls, are clean and free from unnecessary artwork, decorations, tarpaulin, and posters the entire time. Schools must also comply with the DO 37, s. 2010 or the Prohibition on Use and/or Display of School Signages Showing Commercial Advertisements, Sponsorships, and/or Endorsements policy. Lastly, classroom walls must be bare/free of any posted materials, stockpiles, or dispose of unused items.

C. Post-Implementation Stage

This stage occurs after the 6-day Brigada Eskwela implementation, wherein the amassed data are combined to prepare the school’s accomplishment report, tackling the following:

  • Schools shall prepare and submit the collected data by accomplishing the Brigada Eskwela Report via the DepEd Partnerships Database System (DPDS)
  • Sustain Brigada Eskwela by improving the school all year round to ensure a clean, conducive, and resilient learning center for children.
  • Teaching personnel actively involved as a member of the Brigada Eskwela Working Committees or volunteering in the program’s activities will earn a 1-day service credit/compensatory time off given they render an 8-hour service in the event. However, the service credit/compensatory time off should not exceed six (6) days.
  • Recognition and appreciation of partners at the SDO and Regional Level

D. Implementation Roles and Responsibilities

Central Office

  • Issue School Preparedness Guidelines
  • Led the Brigada Eskwela National Kick-Off Program
  • Supervise the program implementation
  • Confirm and assess the Brigada Eskwela Report submitted in DPDS
  • Give updates to the general public and media regarding the implementation status
  • Organize and expedite the distribution of donations received by the Central Office

Regional Office

  • Encourage local stakeholders to assist the Brigada Eskwela implementation
  • Oversee the program’s actual implementation
  • Create the Regional Monitoring Team (approved by the Director)
  • Validate Brigada Eskwela Reports of Schools Division Offices (SDOs)
  • Manage planning meetings with SDOs
  • Offer technical assistance to SDOs
  • Verify, observe, and prepare a report on preparedness strategies

Division Office

  • Deploy assistance from government agencies and education partners
  • Distribute equal support to schools
  • Observe and assess the school’s implementation daily
  • Verify the partnership interventions submitted to schools
  • Endorse schools the Regional Office (RO) should monitor
  • Perform orientation on the implementing guidelines of Brigada Eskwela
  • Coordinate with uniformed personnel and local government agencies
  • List schools that require the most support from partners

Public Schools

  • Lead the school preparedness activities
  • Create the Brigada Eskwela Task Force
  • Determine relevant Brigada Eskwela activities
  • Determine potential partners
  • Ensure implementation of Brigada Eskwela activities
  • Submit generated resources and volunteers to PSDS
  • Give updates to partners/stakeholders
  • School heads may lead innovations to enhance the performance level of learners and teachers if the school improves all physical facilities and doesn’t require any maintenance.

What is DepEd Order 44?

On November 2, 2021, the department issued the DepEd Order (DO) 44, series (s.) 2021, titled the “Policy Guidelines on the Provision of Educational Programs and Services for Learners with Disabilities in the K to 12 Basic Education Program.” This policy aligns with Section 3 of Republic Act No. 10533 or the Enhanced Basic Education Act of 2013. It also conforms with the Implementing Rules and Regulations of Sections 8 and 8.2.

Policy Guidelines on the Provision of Educational Programs and Services for Learners with Disabilities

Rationale

As per the World Health Organization (WHO) and World Bank, an estimated 15% of the overall population worldwide lives with some disability. Meanwhile, there are 15 million Filipinos out of 100 million who have disabilities. Their disabilities cause restrictions and difficulties, especially for learners, preventing them from accessing basic education. Therefore, the Department of Education (DepEd) issued the DO 44, s. 2021 to boost its plan in determining learners with disabilities in the country.

DepEd will also provide relevant and suitable educational interventions, ensuring Filipino learners with disabilities can access quality education. The DepEd Order 44 will provide a comprehensive direction or guide for the Special Education (SPED) Program, ensuring the delivery of educational services for learners with disabilities in private or public basic education institutions. Additionally, DepEd will see to it that Filipino learners with disabilities equally receive opportunities to partake in the K to 12 basic education program fully.   • Provide learners with disabilities support services based on a fair educational program and recognize their diversity
  • Provide learners with disabilities educational assistance that simplifies their pursuit of primary, secondary, vocational, and technical education in private or public schools.
  • Offer an environment that allows learners to learn cooperatively, wherever, no matter their differences or difficulties, and seek to form inclusive schools.

Promote collaboration and cooperation among educational stakeholders, including teachers, school leaders, parents, guardians, and specialists from relevant fields to ensure the well-being and development of learners with disabilities.

Guiding Principles

As specified in the DO 21, s. 2019, DepEd sticks to the principles of inclusion and responsiveness to rights, sensitivity, and context. Also, it complies with the principles of the UN Convention on the Rights of Child (1989), from the child’s best interest, non-discrimination, participation, survival, and development.

Educational Programs and Services under DepEd Order 44

To ensure the necessities and learning preferences of learners with disabilities, schools should offer the following programs and services:

A. Identification and Referral Process

Before learners with disabilities undergo the identification and referral process, teachers must perform the child-find or child-mapping activity by cooperating with the local government unit (LGU) or barangay officials through advance registration. For child-mapping, the method and procedures are in a separate policy. To recognize SPED Program learners, perform the following procedures:

  • Start acknowledging learners exhibiting atypical needs compared to peers of the same age.
  • Provide applicable interventions to learners with atypical needs. If successful, the referral is no longer required.
  • Refer learners with atypical needs to a relevant specialist for assessment. But ask for the approval and consent of their parents/guardians before doing so.
  • The specialist shall assess and evaluate learners with atypical needs using various assessment tools and strategies.

Once the assessment and evaluation results are out, they will be the basis for arranging the learning environment. It will also determine the learner’s eligibility for applicable educational programs and services.

B. Assessment Services

Assessing learners with disabilities is vital to determining their goals for learning and development. The assessment is also essential to continuously observe their development progress, from physical, socio-emotional, cognitive, moral-spiritual, and motor domains. Hence, learners with disabilities will receive access to psychological and multi-disciplinary assessments to help them monitor and establish their strengths and weaknesses through specialized evaluations.

Additionally, learners with disabilities should partake in national assessments as per DO 55, s. 2016. The evaluation progress should also based on their Individualized Education Plan (IEP) and Individualized Transition Plan (ITP) objectives. Teachers should also conduct formative assessments that correlate with the learner’s curriculum. Then, provide accommodations and modifications to facilitate their learning.

C. Adaptation of the K to 12 Curriculum for LWDs

To ensure the curriculum is in favor of learners with disabilities, adapt the following to the SPED Program:

1. Essential adaptive curriculum

This curriculum is for learners with extreme disabilities, helping them develop skills to manage school and daily activities. It includes adaptive skills, like communication, social skills, home living, self-care, health, safety, self-direction, academics, work, and leisure. Also, the curriculum includes orientation, mobility, sign language, speech, rhythm, Braille reading, and writing.

2. Curriculum content adaptations

For learners with disabilities who have unique requirements and abilities, teachers will perform the following adaptations to the curriculum:

  • Adaptation in pedagogy
  • Use Alternative Delivery Modes (ADMs) program under the Flexible Learning Options (FLOs), such as Modified In-School Off-School Approach (MISOSA), Open High School, and Homeschooling.
  • Provide additional content on the curriculum for learners with hearing or visual impairment to assist them in developing essential skills to handle the daily demands they may experience.
  • Establish the use of the Filipino Sign Language (FSL) and the diverse FSL for deaf learners in basic education.

3. Transition skills and competencies

This program can help learners with disabilities develop and enhance their life and career, socio-emotional, pre-vocational, and livelihood skills. Thus, preparing learners with disabilities is vital for transition skills and competencies. Through this program and other relevant services, learners with disabilities will receive a link from one location, situation, or phase to another, allowing them to adjust and transition before moving into more integrated and inclusive learning provisions.

4. The K to 12 Basic Education Curriculum for the Alternative Learning System (ALS-L to 12) 

By availing of this program, learners with disabilities will also receive opportunities to enhance their basic and functional literacy skills. It’s comparable to accomplishing basic education for learners with disabilities and out-of-school youth and adults. The curriculum of this program has six (6) interconnected learning strands, proposing content knowledge and functional literacy.

D. Development of an Individualized Educational Plan (IEP)

The IEP is essential for all learners with disabilities since it contains their learning goals using the K to 12 basic education curriculum as the base. In addition, the IEP may encompass their goals, which help learners prepare for the curriculum and transition program. All concerned in developing the program should ensure it’s well-planned, consistently supervised, and analyzed regularly to confirm that the learner’s progress conforms with their goals or performance.

E. Resource Room Services

A resource room is mandatory in all schools with enrollment for learners with disabilities, excluding those with or employed by Inclusive Learning Resource Centers (ILRCs). It’s for additional support services, including:

  • Therapy services.
  • Tutorial or remedial sessions for learners with disabilities exhibiting difficulties in performing expected instructional goals or at risk of failing.
  • Assessment services for educational placement and referral of learners with disabilities.
  • Specific instructional interventions and other relevant services not available in general education classrooms, like instruction on vital skills and competencies of SPED teachers.

F. Adaptation of Learning Resources and ICT

Aside from that, adaptations of resources are vital to ensure learners with disabilities can fully partake in all learning experiences within schools and communities. These learning resources should also conform with the curriculum standards and implemented through teacher-developed materials, assistive devices, and technologies. Also, teachers can utilize Information and Communications Technology (ICT) to assist learners with disabilities.

G. Educational Placement

In general education classrooms, the placement of learners with disabilities differs based on their unique needs and other necessities. With that said, schools must provide applicable educational placement to address the needs of learners with disabilities. Below are the suggested placement options for these learners:

  • Full inclusion in the general education classroom – for learners with disabilities who can cope with the required activities with essential instructional assistance.
  • Partial inclusion with resource room services – ideal for learners with disabilities who can cope with at least 50% to 70% of the required activities in major learning areas.
  • Self-contained Class – it’s exclusive for learners with disabilities identified or diagnosed with extreme disabilities.

H. Programs

All school heads and teachers must initiate, design, and implement applicable programs for learners with disabilities. Additionally, schools should ensure that all programs observe the DO 55, s. 2013, titled the Implementing Rules and Regulations (IRR) of the Anti-Bullying Act of 2013, considering that learners with disabilities are more susceptible to various forms of violence against children, such as bullying and child abuse.

Meanwhile, the SPED Program no longer covers the Gifted and Talented program. Instead, it’s categorized under the Special Curricular Programs administered from Grades 4-10. Similarly, the gradual phase-out of the Head Start Program commences in the school year 2021 to 2022 onwards.

I. Program Delivery

Educational institutions should provide SPED Programs to learners with disabilities in various delivery modes/options. Delivering the programs to learners also depends on their health condition, family structure, distance of residence from the school, and other factors decided by school officials. Hence, any or a combination of the following program delivery modes may be applied:

  • School-Based – In this delivery mode, SPED or General Education teachers will handle learners with disabilities by providing them with learning instruction within the school setting.
  • Community-Based – Learners with disabilities may also receive learning instruction within a designated place in the community. For instance, SPED teachers or trained volunteers may teach by performing classes in community facilities, such as Barangay Hall or Spiritual venues.
  • Hospital-Based – For learners with disabilities receiving health supervision from medical specialists, SPED teachers may deliver them learning instruction within the premises of hospital confinement.

Home-Based – SPED teachers, in cooperation with trained volunteers and family members, may deliver learning instruction to learners with disabilities within their home or an orphanage premises.

The Department of Education released its calendar for the School Year 2023 to 2024 activities under the DepEd Order No. 22, s. 2023 otherwise known as the Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024. The main purpose is to allow community learning centers and schools to carry out school activities while maximizing instructional time according to the objectives and goals of the MATATAG Agenda in the most efficient and effective manner.

In compliance with Republic Act No. 11480 or the Act to Lengthen the School Calendar from Two Hundred Days to Not More Than Two Hundred Twenty Class Days, the School Year 2023-2024 will start on the 29th of August, 2023 and will end on the 14th of June, 2024. What Is the DepEd School Calendar 2023-2024?

The DepEd Start of Enrollment is from August 7 to 26, 2023, followed by the DepEd Oplan Balik Eskwela on August 14 to 19, 2023. the total number of school days will be not more than 220 school days for the current school year. The DepEd Parent-Teacher Conferences and distribution of report cards are conducted at a specific time and date after the quarterly examinations scheduled by the schools.

Before the opening of classes, the National Schools Maintenance Week or Brigada Eskwela is observed. In the DepEd calendar for the current school year, it falls on these dates: August 14 to 19, 2023. This is a school activity that is participated by parents, teachers, community members, students, and stakeholders to voluntarily give time and some resources to gear up the classrooms and other school facilities for the opening of classes.

The DepEd Calendar and Activities for 2023 to 2024 has four quarters including one semestral break before the third quarter. To give you an idea of the exact dates when each quarter begins and ends, check the following:

  • The First Quarter is from August 29 to October 3, 2023.
  • The Second Quarter is from October 31 to January 23, 2024.
  • The Semestral Break is between January 24 to 26 and January 29 to 30, 2024.
  • The Third Quarter is from January 31 to April 4, 2024.
  • The Fourth Quarter is from April 5 to June 10, 2024.

This school year, students will have their Christmas break between December 18, 2023 to January 2, 2024. The End of School Year break, on the other hand, will take place from June 17 to August 25, 2024. so the key dates here to keep in mind are:

Special Guidelines for ALS and PSUs

For the Alternative Learning System, learning intervention also formally opens on the 29th of August, 2023, the same day as the opening for public formal basic education. However, the duration of the program depends on the individual agreements of the learners according to the pre-assessments as well as recognition for prior learning.

On the other hand, private schools and state or local universities and colleges in the Philippines may follow the omnibus implementing guidelines regarding the school year calendar while adopting the provisions specified in RA 11480 on matters of the class days total number. Moreover, schools are required to report in advance or document any deviation from the said guidelines to the concerned regional offices.

In case of any inconsistent provisions, all DepEd Orders including some related issuances, regulations, and other rules will be automatically rescinded, repealed, or changed accordingly. It’s important to understand all the guidelines for school heads and parents to create a better learning environment for all students across the country.

Important Pointers to Consider

  • Community learning centers and schools are only allowed to follow local and national holidays that were lawfully declared.
  • All schools must implement in-person learning as the primary mode of learning delivery. Private schools should implement any of the options including Blended Learning Delivery Modality, five days of in-person classes, or Full Distance Learning.

Under the BLDM, private schools may have three days of in-person classes with two days of distance learning MDL, TV/RBI, or ODL. For example, they can have in-person classes from Mondays to Wednesdays distance learning from Thursdays to Fridays, or in-person classes from Mondays to Thursdays and distance learning on Fridays.

Regarding the Monthly School Calendar of Activities for School Year 2023-2024, the relevant dates to keep in mind are those declared holidays, days for Co-Curricular Activities, Home-School Collaboration Related Activities, INSET, and administration of Quarterly Examinations. For the Year-End Deliberation of Awards, the set date should be ten calendar days before EOS while any financial clearance is prohibited in all public schools.

Step 1: Go to the LIS website http://lis.deped.gov.ph/ and log in using your LIS user account.

Step 2: Once logged in, select the Learner Information System option.

Step 3: On the ALS Control Panel, click the Enrol learner button to begin.

Step 4: Click on the Continue button.

Step 5: Search the ALS learner by LRN or name. Next, click the Continue button.

Step 6: Update the following the required fields.

Step 7:  After selecting/creating a new CLC, click the Enrolment button.

Step 8: You will receive a notification once you have successfully enrolled.

Step 9: Return to the ALS Control Panel to see if the ALS learner reflected in the Master List.

Note: The CLC ID will be generated after enrolling the first ALS learner. Students with ALS can now examine their enrollment history.
